Description

Primary Purpose

The Employment Supervisor is responsible for supervising assigned personnel within the pre-employment functions.  This position requires the ability to identify, analyze, resolve problems and the ability to promote interdivisional coordination.  This position is responsible for planning and overseeing all daily operations of the pre-employment and background components of Human Resource (HR), ensuring all activities and functions are completed accurately and in a timely manner.  This includes, but not limited to, the process of paperwork related to background screenings, application processing, new hire onboarding, compliance with EEO, state and federal guidelines, agency policies, and procedures. Will assist the Personnel Unit as necessary.

Education and Qualification Requirements

  • Associate Degree preferred in a related field or 3 to 5 years related work experience
  • Intermediate knowledge of Microsoft Word, Outlook, Excel and PowerPoint
  • Intermediate knowledge and experience of applicable Human Resource Management Program/Software
  • Intermediate knowledge of both state and federal Human Resource laws and regulations  
  • Intermediate knowledge and the ability for practical application of laws regulating employment practices/personnel administration/public records
  • Familiarity with SJSO policy and procedures
  • Valid Florida Driver’s License

Duties

  • Process and recommend qualified candidates for hire
  • Oversee the background and selection process
  • Maintain and Review all applicant fingerprint results
  • Oversee Applicant files
  • Responsible for applicant testing components (Typing, Physical, Drug Screen, Psychological, etc.)
  • Maintain compliance with the Equal Employment Opportunity Plan and provide applicable training
  • Oversee the selection process
  • Maintain communication and assist the Personnel Unit as need
  • Ensure unit compliance with F.S. 119 regulations and exceptions
  • Conduct employee performance evaluations
  • Efficiently, timely, accurately create, record, track, distribute, respond to correspondence, reports, documents
  • Attend/participate in meetings, training, seminars and conferences to enhance job as needed/required
  • Compile/disseminate computerized data and statistical information as required/requested
  • Apply appropriate techniques, consistent with agency policy to successfully identify and resolve personnel conflicts
  • Assist in the development and expenditure of the Unit budget
  • Stay current with publications, trends, practices, laws and legal standings; become familiar with new techniques/technology as it relates to field of expertise and job responsibilities
  • Conceptualize and implement new programs/processes
  • Speak before groups, articulate ideas and effectively communicate objectives
  • Efficiently organize, prioritize, schedule and manage daily work activities, tasks and special assignments
  • Complete other duties as assigned
  • Process/compile/disseminate record/public record information as directed by approving authority in accordance with lawful requirements
  • Provide assistance to citizens, visitors, employees and other public and private entities in an effort to meet their needs and build positive community relationships/resolve complaints/address conflicts

Physical Environment

  • Normal business hours apply; however, this position is subject to on-call status, telephone request when off-duty and their hours are subject to vary and overtime may be necessary including nights, holidays, and weekends
