The North Florida HIDTA is seeking a seasoned Information Technology professional with journeyman level experience. This is a civilian position that fulfills the duties of an Information Technology Technician I. The work location for this position is at the North Florida HIDTA office located at 8647 Baypine Road, Suite 300, Jacksonville, Florida.  

As the North Florida HIDTA program fiduciary, the St. Johns County Sheriff’s Office (SJSO) manages the application and background investigations for contract positions. This is an independent contractor position, requiring the individual to establish an LLC. This is not an employment position with the St. Johns County Sheriff’s Office. This position is funded by a Federal Grant and should the grant funds be terminated this position will be eliminated. 

Purpose of Position: The HIDTA Information Technology Technician I is a skilled professional position, which requires broad knowledge and experience in many facets of the field of information technology. This position is responsible for assisting the HIDTA IT Manager, troubleshooting, installing and maintaining desktop computers and peripherals, as well as other related hardware and software. This position must have a sound working knowledge of broad-spectrum data processing, including operations, telecommunications, technical support, and networking. This position supports the HIDTA IT Manager in the daily functions of information technology, including implementing and coordinating HIDTA’s information sharing operation, performing research, preparing recommendations for management, and supporting HIDTA’s automation needs. This position is also responsible for liaising with other government entities and HIDTAs, assisting in the continuous operations of participating agencies’ computer/server equipment stored within the HIDTA’s server room, and ensuring proper and continuous operations of ancillary IT-related equipment, including onsite generator, server room air conditioner units, and telephone system. 

An important and essential job function is maintaining a positive attitude, including the following: interacting cooperatively and kindly with others, providing timely responses, working as a team member, functioning well under pressure, and responding in a positive manner to supervision.  

The HIDTA Information Technology Technician I is a contractor position that may perform other related duties and tasks as required and shall have the physical, mental, and emotional abilities to perform the duties of this position. 

Minimum Qualifications/Education Requirements: 

  • Bachelor’s Degree or higher required 

  • Minimum 2 years’ experience in the field of information technology 

  • Proven track record developing and supporting effective business systems preferred 

  • Network Certification preferred 

  • Working knowledge of network security, network systems, and information systems  

  • Ability to learn and maintain SharePoint, databases, and webpages 

  • Ability to learn to program basic functions of a CISCO VOIP phone system 

  • Available for callouts in the event of alarms and emergencies at the job site 

  • Possess basic tool skills to include hand tools, power tools, and multimeters 

  • Ability to learn and to manage the basics of an external generator 

  • Computer literacy 

  • Valid Florida driver’s license 

  • Knowledge of SJSO and HIDTA Policies and Procedures 

  • Knowledge and compliance of CJIS Security Policy  

  • Ability to pass a fingerprint-based background check, polygraph, and drug test, paid for by HIDTA  

  • Ability to pass the background investigation for a SECRET security clearance, paid for by HIDTA 

  • Ability to use office equipment to include telephone, copier, printer, fax, scanner, and computer 

  • Ability to effectively use the Microsoft Office Suite 

  • Ability to collect, analyze, and disseminate relevant information 

  • Proficient verbal and written communication skills 

Duties:  

  • Provide IT support to the HIDTA initiatives, staff, and others in relationship to North Florida HIDTA, including during trainings and meetings requiring IT support for the duration  

  • Participate in and contribute to system development  

  • Manage cable, switches, and patch panels to include building and installing CAT5 cables  

  • Install and troubleshoot data, video, and audio cables 

  • Install, operate, and maintain audio visual systems 

  • Install, operate, maintain, and troubleshoot computers, printers, and other hardware and software 

  • Install network cable and infrastructure  

  • Provide software and hardware assistance to users  

  • Research and prepare recommendations on new technologies  

  • Identify problems and recommend solutions 

  • Effectively present information and respond to questions 

  • Issue written and/or oral communications to improve efficiency  

  • Write/maintain documentation on workstation builds  

  • Accept supervision/direction  

  • Keep supervisor informed of operational issues and network status 

  • Inform staff and personnel of actions taken, decisions made, and potential problems 

  • Prepare correspondence to effectively communicate actions, decisions, and potential problems to all who may be affected  

  • Work within approved budget and forecast IT expenses for the annual budget submission  

  • Prepare purchase requisitions for IT related items  

  • Attend briefings and required meetings  

  • Maintain equipment and supplies 

  • Other duties as assigned by supervisors

  • Communicate effectively with Agency personnel, government agency personnel, and technical support entities, on the phone, in person, and in writing while maintaining confidentiality

  • Position requires the ability to operate a telephone and copier  

  • Position requires a broad spectrum of data processing knowledge to enter, retrieve, and duplicate information

Grade Classification:

Physical Environment: 

  • Normal business hours apply; however, hours are subject to vary and work may need to be performed outside of normal business hours, including nights, holidays, and weekends 

  • Subject to routine call-outs 

  • Work is primarily in an office environment but may be exposed to such elements as cold server room and hot ceiling plenum (fire resistant wiring) area where dust, mold, fiberglass, and sharp metals might be present
